In 2021, the European Joint Programming Strategy (EJPS) 2021-2025 (also called Team Europe Strategy) was launched.
Participating donors include the European Union, Germany, Finland, France, Hungary, Ireland, Luxembourg, and Switzerland. This strategy document includes a joint analysis of strategic priorities, as well as a joint response focusing on key priority areas and a joint intervention framework to monitor the results to be achieved.
This document aligns with Laos' 9th National Socio-Economic Development Plan (NSEDP), pursuing similar goals and promoting the use of government reporting, monitoring and evaluation. Team Europe Strategy focuses on the following priority areas: (1) Green and Inclusive Economy, focusing on Agriculture & rural development, natural resources & environment, as well as private sector development, trade & tourism; (2) Human Capital – focusing on Education, including technical vocational education and training, and Health; and (3) Good Governance – focusing on local governance, public finance management, citizens’ engagement as well as justice, rule of lax & human rights.
As part of this strategy, Team Europe is also committed to support green priorities and actions through its Green Team Europe Initiative for the Lao PDR and to fully integrate eight cross-cutting policy priorities:
