Two EU Member States are represented at embassy level in Malawi, namely Germany and Ireland, alongside three other European partners the United Kingdom, Norway and Iceland. In addition, the Belgian region of Flanders has a country office.
At this stage, the EU institutions and EU Member States continue the bottom-up implementation-focused approach to Joint Programming, while gradually moving towards a Joint Programming Document. The agreed approach is to build on the experience with joint implementation and joint financing, for which the Team Europe Initiatives are particularly instrumental. The EU will continue its coordination efforts with a view to prepare a multi-annual joint programming document tentatively by mid-2023.
In 2019, total ODA from Team Europe to Malawi amounted to around EUR 210.5 million. The EU (Institutions and Member States) was the third largest donor after the US and the World Bank and followed by the UK, Norway and the African Development Bank. Over the years, this support from Team Europe, under the form of grants, has been allocated to the following sectors:
Economic infrastructure, including transport and energy
Agriculture and rural development
Public finance management and public sector reform
Democratic governance and human rights
Social sectors education, health and social protection
Environment and natural resources
Private sector development
Other activities such as technical cooperation, support activities etc.
Team Europe is also engaged in supporting civil society in Malawi, and the EU, Germany, Ireland and the Belgian region of Flanders have approved the EU Roadmap for Engagement with Civil Society 2021-2024.
