Joint Programming: State of play
A Joint Programming document 2018-2020 was endorsed by the Heads of Mission in June 2016. It comprises the following elements:
Challenges and opportunities for Joint Programming in the country
Opportunities: • Synchronisation of the EU+ Development Partners' programming cycles planned in 2017; • Roadmap drafted in 2013 between the EU+ Development Partners giving a frame for dialogue on matters such as Gender equality Challenges:
• Difficulty to hold a dialogue with the government. Since 2007, the administration has cancelled most donor coordination and dialogue schemes. One-to-one relations are preferred over any kind of joint initiatives by donors.
Roles of EU+ Development Partners
The countries participating to Joint Programming in Nicaragua are Germany, Spain, Luxembourg, Canada, Switzerland, in coordination with the EU. However, the Joint Strategy does not include a Division of Labour between the Joint Programming partners.
Links with CSO Roadmap, Democracy and HR profiles and the Gender Action Plan
The Joint Strategy states that the EU+ JP partners endorse the priorities of the EU Roadmap for Engagement with CSOs. Moreover, JP partners will gear their cooperation activities towards the thematic priorities and objectives of the EU Gender Action Plan. Lastly, the Member States are committed to the promotion of human rights and democracy and will gear their cooperation activities towards the thematic priorities and objectives of the EU Action Plan on Human Rights and Democracy 2015-2019. Policy dialogue with the Government
The Government of Nicaragua agreed to associate EU member States to the negotiations of the EU cooperation priorities for 2014-2020, which is considered a positive precedent.
