Joint Programming: State of play - In December 2018, the EU, its Member States (MS) and Switzerland, agreed to conduct a joint analysis of sectoral opportunities within their development assistance to Tajikistan. The joint analysis is expected to particularly look at how mentioned development partners can synchronize their efforts in key sectors and align their position around the National Development Strategy (NDS) and its mid-term reports.

Roles of EU+ Development Partners
4 EU+ Development Partners are represented with embassies in Tajikistan: Germany, France, the UK and Switzerland. While France does not have any bilateral cooperation programme, Germany, the UK and Switzerland manage development cooperation activities. There are a few projects financed by Member States non-resident in Dushanbe (Finland, Sweden, and Latvia).

The European partners are interested in strengthening their consultation and communication and adopting joint approach. The EU Delegation regularly organises Cooperation meetings with Member States present in Dushanbe to discuss the way forward to joint programming. The work draws on the existing assessments already done by the European and other development partners. The division of labour according to the EU partners’ expertise provides coherence within and across areas of interest to European partners. Development positions will be formulated in concert with relevant political engagement to ensure coherency of European messages
Political situation
Emomali Rahmon, a former cotton farm boss, was elected to president in 1994. He was re-elected in 1999 for a seven-year term - and won a third term in 2006, in an election international observers decried as neither free nor fair. He secured a fourth term in 2013. Rakhmon played a vital role in Tajikistan's civil war, helping the pro-Communist effort to remove Islamist rebels from Dushanbe in the early 1990s.
