Opportunities for JP in 2016 (new Five Year National Development Plan FYDP, new Government, new international agenda with SDG, FFD, COP21 outcome, upcoming review of Public Expenditure and of Budget Support, broader review of the ""aid architecture"" in Tanzania) but only agreement for a building block approach for now (HOCs level). HoC retreat Feb 2016 reached agreement on enhanced local coordination and some elements of joint analysis with a focus on the FYDP. Will also integrate the EU driven processes in relation to Gender (GAP), Democratisation (DAP) and Civil Society (CSO Road Map). Possibility of a roadmap towards a joint strategy/programming process to be considered in mid-2016, with a view of effective joint programming from 2017. HOMS to discuss next way forward at their meeting of 19/2.
