The previous Joint European Strategy for Uganda covered the period 2015-2019 and was aligned with the NDP II. European partners include the European Union, Austria, Belgium, Denmark, France, Germany, Ireland, Italy, The Netherlands, Sweden, United Kingdom and Norway. The JP document includes a joint analysis, joint response, division of labour and indicative financial allocations. The JPD concludes that the present and continuously evolving division of labour constitutes a good basis for joint programming. Priority areas identified by the EU partners are: 1) governance/accountability, 2) economic development, 3) health and WASH and 4) JLOS.
EU Heads of Mission in February 2014 agreed upon a Roadmap for joint programming in Uganda. The Government of Uganda (GoU) also expressed support for joint programming in alignment to the national planning cycle. The Roadmap set out the steps that needed to be taken in order to move towards joint programming by FY 2015/16.
No joint programming document as of 2021, but "Working Better Together 2021-25" is ongoing.
An informal Working Better Together Document for period 2021-25 is under development. As several MS are currently programming the next phase of their support, the WBT document is expected to be finalised in 2022 aiming at setting a framework for Team Europe interventions. The MS have aligned their programming priorities to fit within the jointly designed TEIs.
In Uganda, Team Europe consists of the EU Delegation, the EU’s Civil Protection and Humanitarian Aid Operations (ECHO), 10 Member State missions to Uganda: Austria, Belgium, Denmark, France, Germany, Hungary, Ireland, Italy, the Netherlands and Sweden, 6 Member State implementing agencies: ADA, AICS, Danida, Enabel, GIZ, Sida and European financial institutions: the European Investment Bank, the German Development Bank KfW, the French Development Agency and BIO. Team Europe is being coordinated by the EU Delegation and with guidance from the Heads of Cooperation of the mentioned member states.
