The EU Delegation and EU Member States worked closely together in 2021 to develop an informal guidance document for EU development cooperation with Yemen 2021-2024, although Yemen has been formally exempted by INTPA from the programming requirements. In addition, EU Member States were closely involved in the development of the three thematic strategy documents adopted by the Delegation in 2021, namely the Human Rights and Democracy Country Strategy, the GAP III Country-Level Implementation Plan and the EU Roadmap for engagement with civil society in Yemen. Preparations for the conflict analysis started at the end of 2021 and will be yet another opportunity for joint analysis in September 2022.
In a context of violent conflict in Yemen, it will be difficult for the EU and Member States to formulate a joint programming document in the short term. However, the EU and its member states have intensified their joint analysis and joint implementation of projects as a first step towards that direction and are rallying together around the support to Human Rights in Yemen in a Team Europe spirit.
While this support is not a formal TEI, efforts are ongoing to work more closely together towards a common goal in this particular area – to avoid impunity in the context of violent conflict.
