I am a highly accomplished and results-oriented professional with over 40 years of distinguished experience as a Principal Systems Engineer, Data Scientist, and Project Manager. I possess a proven track record of success at national, international, and NATO levels, specialising in the strategic development and execution of complex, global transformational R&D security and defence projects. My extensive technology background encompasses Security and C3 Architectures, Cloud/Big Data Architectures, and deep expertise in the NATO Security domain, including Common Criteria for ITSEC certification and Cloud (CCM of CSA) for NATO CIS accreditation. I am a recognised expert in NATO C3I Systems & Interoperability, including Interface Exchange Requirements (IERs), Interface Control Documents (ICDs), Interoperability Validation & Verification (IV&V) and Modelling & Simulation (NATO "(ALT)BMD" Integration Test Bed). As a Senior Data Scientist, I bring advanced expertise in Artificial Intelligence (AI) and Machine Learning (ML), including Large Language Models (LLMs), Generative Pre-trained AI (GPAI), their evaluation trough HELM methodologies and the design and validation of Digital Twins. I am an active member of the Emerging Technologies (AI) WG of the Cloud Security Alliance (CSA) and have been part of the NATO ACT Data Science Group. I am also proud member of the Italian National Association of Professional Engineers since 1989. My management approach is founded on PMBook, Prince 2 principles, integrated within an ISO 9001 quality system, as well as ITIL certification, ensuring effective leadership, team building, and successful project outcomes. I excel at building consensus and fostering cooperation among diverse groups across government, industry, academia, and international organisations. A pragmatic leader, I am adept at exploiting basic research and disruptive technologies to rapidly meet military requirements, emphasising synergy between research, engineering, and end-user involvement from project inception. A multilingual lawyer trained in several jurisdictions, Libor has over 18 years of experience working with high-level governmental, intergovernmental and non-governmental structures. He has previously managed diverse teams and complex projects with multiple stakeholders and large budgets in challenging environments of the Middle East (Security Sector Reform), Western Balkans (EU Pre-accession Assistance) and Turkey (EU Refugee Response). He is currently the Head of Operations and Partnerships at the Union for the Mediterranean headquartered in Barcelona, Spain. 

I am a Sustainable Development Practitioner with a diverse expanse of interests and subsequent expertise, which are founded on a keen understanding and appreciation for the significance attributed to the Sustainable Development Goals (SDGs).

Expert and passionate about International Relations, I would like to deepen my knowledge in geopolitics.
I hold a bachelor's degree in International and Diplomatic Affairs and a master's degree in European Studies and Politics.

Since 2021 I work in the European Commission in DG REFORM, the DG responsible for structural reforms in the EU Member States.

Actively studying Ukrainian since a year, I would like to work for UA access to EU and for its support in general.

In my free time I prepare marathons, I play guitar and I follow Fc Inter matches going often to the stadium in Milan :)
