I am a specialist on EU’s international cooperation, with more than 13 years of experience in the field of social and democratic inclusion. I have worked in various public and private bodies, including the European Commission (DG INTPA), the Italian Government (under Prime Minister Draghi), international and civil society organisations from Latin America, Asia and the EU. My main areas of expertise include social protection and welfare policies, with a special focus on youth, as well as democratic governance.
Special areas: Analysis of social and economic policy interactions in transition and post-conflict societies, with subfields on gender equity and incomplete welfare systems. Served as a member of multi-national, national and regional teams working in Eastern Europe, Central Asia, and the Middle East to assess social conditions and to evaluate programs on poverty and inequality at both national and community levels
Guillermo Delgado is an architect with a focus on urban development and housing; and lecturer at the Monterrey Institute of Technology (ITESM).
He lived in Namibia for thirteen years, where he was part of the team that led the review of the national housing programs and the national housing policy. There, he was part of work teams, panels and committees of national projects on urbanization and housing. He has taught courses on research methods, urbanization in the African continent, and on housing. He has supervised master's and doctoral students.
Previously he was a senior lecturer at the Namibia University of Science and Technology (NUST), where he headed the Institute for Land, Livelihoods and Housing (ILLH); and before that a researcher at the Labor Resources and Research Institute (LaRRI), where he worked with the labor movement on issues of living conditions and informal economies.
Guillermo obtained his degree in architecture from the Universidad Iberoamericana (UIA), Mexico City Campus; as well as a master's degree from the Berlage Institute (today The Berlage, at the Delft University of Technology), in the Netherlands; and his PhD in architecture and urban planning from the University of Cape Town (UCT) in South Africa.
He has worked on various research, consulting, advisory, and educational projects; focused on urbanization, land tenure, governance, housing, social protection, informal settlements, co-production/self-management, and alternative socio-spatial practices.
He has also been a consultant for international cooperation agencies, non-governmental organizations, for the private sector, as well as for development banks.
He is currently the president of the Sub-Saharan Africa Chapter of RedMX, an initiative of the Ministry of Foreign Affairs to promote synergies between Mexicans living abroad, as well as with the country.
I am a highly accomplished and results-oriented professional with over 40 years of distinguished experience as a Principal Systems Engineer, Data Scientist, and Project Manager. I possess a proven track record of success at national, international, and NATO levels, specialising in the strategic development and execution of complex, global transformational R&D security and defence projects. My extensive technology background encompasses Security and C3 Architectures, Cloud/Big Data Architectures, and deep expertise in the NATO Security domain, including Common Criteria for ITSEC certification and Cloud (CCM of CSA) for NATO CIS accreditation. I am a recognised expert in NATO C3I Systems & Interoperability, including Interface Exchange Requirements (IERs), Interface Control Documents (ICDs), Interoperability Validation & Verification (IV&V) and Modelling & Simulation (NATO "(ALT)BMD" Integration Test Bed). As a Senior Data Scientist, I bring advanced expertise in Artificial Intelligence (AI) and Machine Learning (ML), including Large Language Models (LLMs), Generative Pre-trained AI (GPAI), their evaluation trough HELM methodologies and the design and validation of Digital Twins. I am an active member of the Emerging Technologies (AI) WG of the Cloud Security Alliance (CSA) and have been part of the NATO ACT Data Science Group. I am also proud member of the Italian National Association of Professional Engineers since 1989. My management approach is founded on PMBook, Prince 2 principles, integrated within an ISO 9001 quality system, as well as ITIL certification, ensuring effective leadership, team building, and successful project outcomes.
