Suite au séisme dévastateur de janvier 2010, l’Union européenne a pris une part importante dans les efforts de la reconstruction. Les deux premières années ont essentiellement été consacrées à l’action d’urgence, notamment à travers les actions d’ECHO (le service de l’Union européenne en charge de l’aide humanitaire et de la protection civile), en faveur des populations sinistrées. Une seconde phase a consisté à créer des liens entre l’aide d’urgence, la réhabilitation et le développement (LARD) alors que près d’un million de personnes vivaient encore dans plus de 800 camps.
Le programme URBAYITI prévoit la rénovation du cadre institutionnel aux niveaux national, régional et local, pour renforcer la gouvernance du secteur et améliorer la gestion et la planification des villes. De plus, des interventions structurelles viseront à renforcer la résilience des villes selon la méthodologie d'approche intégrée, dans la continuité des actions existantes, notamment financées par le 10ème FED, et dans celle des actions humanitaires post-ouragan Matthew dans une approche "Linking Relief, Rehabilitation and Development " (LRRD).
