Anastase Shyaka heads the Rwanda Governance Advisory Council, which functions as the secretariat to the Joint Governance Assessment process, and provides advice to both government and other interested partners.

The Rwandan government's first governance assessment report, published in 2008, provided a framework for measuring progress on an agreed set of indicators and benchmarks.

Now, Mr Shyaka's major concern is to ensure sustainability to the process. The full value of the work done will only become clear after governance changes have been tracked over time and measured against the agreed indicators.
