The Foreign Policy Instrument results framework (FPI RF) is the common set of predefined indicators for all FPI‑managed interventions (2021–2027), across all instruments and funding sources. It combines GERF and FPI‑specific indicators and includes several compulsory indicators. 

 

Select and Apply Indicators for an FPI‑managed action: A Step-by-Step Guide

Step 1 – Define your results chain

  • 📖 Read the instruction note on the use of the new FPI Results Framework
  • 📥 Download the Excel file (updated 10 September 2025 and amended 25 October 2025) which combines the compulsory and non-compulsory indicators. It provides the full descriptions of the non-compulsory indicators and allows you to filter indicators by:
    • Mandatory or non-mandatory status
    • Level (Impact, Outcome, or Output)
    • Disaggregation criteria
  • Draft a clear Impact – Outcome(s) – Output(s) chain for the intervention (using PRAG/ICM definitions).
  • Make sure results describe changes (for impact/outcomes) and tangible deliverables or capacity changes (for outputs).
  • Self‑check using the Checklist for assessing the quality of the Logframe Matrix of FPI interventions.

    👉 Only move to indicators once the results chain is coherent.

Step 2 – Select one of the compulsory FPI indicators

Identify your intervention type (crisis response, non-crisis, or FPN-specific).

✅ Every FPI project must include one of these depending on your intervention type:

  • Crisis response: Indicator 65241 ("People benefiting from peacebuilding/conflict prevention").
  • Non-crisis: Indicator 65205 ("Direct beneficiaries").
  • FPN-specific: Indicator 65226 ("Policy processes influenced").

Step 3 – Select non-compulsory FPI indicators

Choose additional indicators from the non-compulsory list below or in the Excel for filtering and reading the full description of each indicator, e.g. per thematic focus relevant to your intervention.

🛑No customised indicators: Only use predefined FPI-indicators.

Step 4 – Check methodological notes

Consult the methodological notes for each indicator by clicking on the associated 'OPSYS ID' numbers below.  

The methodological notes explain how to collect data, calculate values, and report on indicators. They help you decide whether an indicator is suitable for your intervention and how to apply it correctly. 

Step 5 – Encode the indicators

Once you have identified the indicators to be used in your logframe and the contract has been signed, you need to encode them in the EU Funding and Tenders Portal (OPSYS). The Results and Monitoring Wiki  provides step-by-step guidance on how to encode both logframes and the corresponding results throughout the implementation of the action.

🛑 Do not replace predefined indicators with customised indicators when encoding.
