Promoting Prisoners’ Human Rights. A Network of Civil Society Organisations at Work in Brazil

Prison management is a crucial issue at the global level: worldwide it is rare to find a suitable system, even in highly developed countries. Brazil, ranking 4th among the countries with the largest prison population in the world, receives recurrent complaints about the violation of prisoners’ human rights.
Some reports such as the 2011 annual report of Human Rights Watch or the 2008 Prisons report of the International Criminal Court highlight issues such as overcrowded prisons, inhuman conditions, physical and psychological torture. In this dramatic framework, the APAC prison units, run by civil society and characterised by the absence of police and weapons, stand out with relevant results both in terms of costs and recidivism rates, compared to the public prisons.
These results can only be achieved through an integrated action including institutions, the private sector and the civil society. Given the effectiveness of the APAC methodology, the European Union Delegation in Brazil together with AVSI Foundation support this experience through the European Instrument for Democracy and Human Rights (EIDHR).
