Monitoring Review of the Tacis NP Monitoring Programme Ukraine

The objective of this document in support of the preparation of a new Country Strategy Paper (CSP) for Ukraine after year 2006, is to review to what extent the targets of the previous CSP 2002-2006 [3] and respective National Indicative Programmes (NIP) during 2002-2005 [3-5] have been achieved and what key factors influenced the performance of the Tacis Programme in Ukraine.
