Case study: Roadmaps for Financial Sustainability of Water and Sanitation Utilities
As part of the EU-funded Technical Assistance for Establishing Leadership Development Programs (LDPs) for the Holding Company for Water and Wastewater (HCWW) & Developing its Financial Strategy three financial roadmaps were developed for water and sanitation utilities situated and responsible for their constituencies in the Nile Delta and Upper Egypt respectively.
To that end the current level of cost recovery of the Affiliated Companies (ACs) of Aswan, Fayoum and Sharkia was assessed. Key business areas of finance, commercial affairs as well as organisation and human resources management were scrutinised. A careful, step-by-step approach was chosen from an initial audit, to financial- diagnosis and modelling leading eventually to the roadmap for each utility.
The resulting roadmaps outline clear steps towards improving current cost recovery levels with a view of financial sustainability not only for the utilities supported but for the Egyptian water sector as a whole. The target audience are policy makers, top managers of HCWW and of the supported ACs.
