  1. 1.      

State Block Transfer

To provide for state core functions and allow resource allocation to reflect state priorities.

Current allocation formula (60% equal share and 40% according to 2008 Census population) pooled at and reallocated from each of the 10 ‘old States’ or from national pot.

Monthly, automatically sent except if notification by US Finance to the effect of not releasing subsequent transfers

28 States to have Minister & DG Finance, and bank accounts at BSS.

Coding in IGFR release forms (Budget) and MoFEP IFMIS (Treasury) reflect 28 States.

Vendor numbers allocated to 28 SMoFs in MoFEP and BSS systems.

County Block Transfer

Core admin functions (County Administration Department) + County priorities

Minimal change to accommodate Counties’ configuration as per the Presidential Order

Monthly, automatically sent except if notification by US Finance to the effect of not releasing subsequent transfers

As for State block transfers.

Counties to be regrouped in new state configuration.

New Counties (as per Presidential Order) to have Commissioner & Executive Director, and bank account.

Water Conditional Transfers

Water State operating transfer

To meet the costs of day-to-day running costs of the State Directorate of Water (SDW) including office supplies; fuel, vehicle/motorcycle repairs & routine maintenance/servicing; domestic travel allowances; water point repairs/maintenances etc. The SDW is responsible for oversight of CWUs.

Fixed amount (50%) +variable (50%) according to population; not sure whether country-wide pot or ‘old States’ pots

Monthly, automatically sent except if notification by US Water to the effect of not releasing subsequent transfers

As for State block transfer.

LM to demand and confirm that there is a DG in charge of water in all States before release

Water County operating transfer

Day-to-day running costs including office supplies; fuel, vehicle/motorcycle repairs & routine maintenance/servicing; domestic travel allowances; water point repairs/maintenances etc.

Fixed amount (50%) + variable (50%) based on population projections from NBS

Monthly, automatically sent except if notification by US Water to the effect of not releasing subsequent transfers

Coding in IGFR forms (Budget) and IFMIS (Treasury) reflect 84 Counties (which segment can be used?).

Vendor numbers allocated to 84 Counties/ County Water Units reflected in Treasury and BSS systems.

If option of separate sector accounts, all CWUs to have such accounts.

Water State salary transfer

To cater for salaries of qualified technical staff employed in the State Directorate of Water and Sanitation.

Current allocation criteria i.e. equal share

Education Conditional Transfers

  1. 7.      

Primary schools

To finance basic running costs including stationary and school supplies, school maintenance and minor repairs, extracurricular activities, transport and incentives to volunteer teachers who are not on the government payroll

No change in allocation formula & amounts

Transfer to (county-level) SDU (not a govt structure).

Release prompted by request from MoEST following eligibility scrutiny.

Current ‘hurdles’ (bank account, school plan & reporting etc.)

Vendor numbers allocated to thousands of schools reflected in Treasury and BSS systems

TTIs

For TTIs to meet their basic operational costs.

No change in allocation formula & amounts

Transfer to (national) SDU (not a govt structure).

Release prompted by request from MoEST following eligibility scrutiny.

Current ‘hurdles’ (bank account, plan & reporting etc.)

National level SDUs so no change required in budget/ spending coding approach; vendor numbers (max 10-12) reflected in Treasury and BSS systems

Education State operating transfer

Provide for running costs of the SMoEs, TVET centres and TTIs, including utilities, office supplies, transportation costs, workshops and contracted services. The operating transfer cannot be used to finance staff costs such as salaries and allowances.

No change in formula (fixed amount (60%) + variable (40%) based on no. 2ary schools); not sure whether country-wide pot or ‘old States’ pots

To pay for salaries and allowances of classified staff at SMoEs, secondary schools, TVET centres and teacher training institutes. State Ministries of Education should staff the ministry according to the staffing structure issued by MoEST.

State and County Hospitals

Basic running costs

Adapt allocations so as to allow for upgrading of PHCCs/county hospitals in Counties/States currently without such facilities

MoH should see to it that each hospital has an in-charge and a hospital bank account.

Health State operating transfer

To fund core State Ministry of Health (SMoH) activities such as supervision of facilities, coordination of meetings, costs associated with collecting data & submitting it to the national databases

Allocate funds across the 28 states based on: 60 equal and 40 population. Seize opportunity to introduce a needs based formula
