On the 7th of August 2010, the president elected, Santos, in his inaugural speech, announced many legislative initiatives in order to set up his political programme " Prosperidad Democrática", oriented to the consolidation of the social policies and security, to the creation of employment opportunities and poverty reduction.
Within this frame, the government of Colombia approved the Land restitution Chapter and the Rural Development Policy. The general goal of this project is to support the initial phase of the implementation of the Public Land Restitution and Rural Development Policy by increasing the capacities of institutions and communities at the local and national levels, with the help of local public and private actors, to help improve the living conditions of rural communities.This general goal is implemented at the local level in cooperation with local authorities. The specific goals is to design, validate and strengthen the procedures and instruments required to start up the Public Land Restitution and Rural Development Policy by encouraging dialogue between the national and regional levels and promoting active participation by social and community organisations in the town-and-country planning processes, self-government and the implementation of policies, programmes and projects.More in particular, this objective consist of the provision of Technical Assistance to the Ministry of Agriculture and Rural Development (MARD) and the Special Administrative Unit for the Management and Restitution of the Dispossessed Land ( INDECOR in spanish) for the instrumentalisation of the rural development policy and land restitution. Here below the results to be achieved by the Project:
Result 1: Strengthening of institutions.
The entities which formulate and implement the restitution, property-rights formalisation and rural-development policy are strengthened at the national and regional levels.
• Result 2: Strengthening of communities.
Communities are aware of the Land and Rural Development Policy, as well as of the access mechanisms to the relevant institutions, forums for participation and dialogue are available to them within the regional-coordination entities and bodies.
• Result 3: Validation.
The instruments and tools for the implementation of the Land Restitution and Rural Development Policy are implemented in the Paz y Desarrollo zones to validate their effectiveness and repeatability.
