The EU has developed and formalised guidance tools and documents for evaluating its external assistance in which priority is given to results and impacts. This page presents the methodological guidelines designed to facilitate the move towards an evaluation practice focused on programmes and strategies in EC development cooperation.

Overview

Introduction

These resource pages present the various official evaluation guidance of DG INTPA, DG ENEST, DG MENA and service FPI, along with different other initiatives, such conferences, and webinars on evaluation. Additionally, it includes a section with evaluation documentation (library), showcasing evaluation reports and evaluation dissemination products.

This space is mainly addressed to (i) EC staff members involved in evaluation (i.e., evaluation managers, cooperation section, management), (ii) evaluation contractors and evaluation team members who conduct evaluations with the EC, as well as (iii) the broader public interested in evaluation at the EC.

Overall, it provides valuable content for discussion and learning, with the intention to improve the quality and use of evaluations, broaden the range of evaluation methods used, and explore new and innovative ways of conducting evaluations.

The INTPA and FPI Evaluation Handbook (2025) is a revision of the Methodology Guidance published in 2006. It presents guidance on evaluation methods and processes at the EC. The revised handbook reflects the significant progress made in the field of evaluation over the past two decades.

 


The EC has produced a series of thematic evaluation guidance addressing specific topics, such as: drafting evaluation questions, evaluating EU added value, producing dissemination products (infographics, podcasts, videos,…), and how to evaluate gender as a cross-cutting dimension.
