Additional Information: Indicator adapted from the Spotlight Initiative (indicator number 2.2 “Proportion of countries that allocate x% or more of national budgets to the prevention and elimination of all forms of VAWG/HP”). Spotlight monitoring framework accessible here. Special attention should be paid to any measures/changes promoted by the EU, to see whether they were adopted or not.   Studies should be conducted using the same methodology for measuring the extent to which state entities and justice structures allocate resources for the prevention and elimination of GBV. Data will be collected by an external examination of the national budget. The sectorial agencies that support VAWG/HP programming may differ between countries, so individual inquiries will need to take place to determine which specific ministries or agencies within sectors need to be investigated. The standard investigation should include the following sector and or programme budgets: Gender, Health, Social Services, Education, Justice, Security, Culture. Once these budgets are examined, a search for topics pertaining to VAWG/HP programming will be conducted.

Additional Information: Indicator was adapted from Spotlight Initiative (indicator number 6.2 Proportion of countries where there is an increased use of social accountability mechanisms by civil society in order to monitor and engage in EVAWG efforts). Spotlight monitoring framework accessible here. Special attention should be paid to any mechanism or actors supported by the EU, to see if use increased or not. Social accountability mechanisms can take a variety of forms, depending on what needs to be done, what is deemed most effective and what is feasible, given the context.  Some of the more common tools are Citizens Report Cards, Community Score Cards, Citizen Participation in public policy making, participatory planning and budgeting, lobbying, campaigning and advocacy. Studies should be conducted using the same methodology for assessing the extent of use of social accountability mechanisms by civil society.

Special attention should be paid to actors reached by EU-funded intervention(s). Additional Information: This indicator corresponds to Spotlight Initiative Global Outcome indicator 6.3 Proportion of women's rights organizations, autonomous social movements and civil society organizations, including those representing youth and groups facing intersecting forms of discrimination/marginalization, report having greater influence and agency to work on EVAWG within the last 2 years. Spotlight monitoring framework accessible here. A special study is needed to contact organizations and groups to understand whether or not they report greater agency to work on ending violence against women and girls. A list of women's rights organizations, autonomous social movements and civil society organizations, including those representing youth and groups should be constructed for each country.  Disaggregation: by geographic location/region

Additional Information: Special attention should be paid to organisations supported by the EU, to see whether they have become more effective or not. Studies should be conducted using the same methodology for assessing the extent to which organisations led by women and girls are effective in driving social change related to ending gender-based violence. These studies can be conducted as part of the baseline study and final evaluation of the intervention

The methodology should define what is concered to be “appropriate” state funding in the local context. Â
