The Joint European Strategy Document for the period 2018-2023 was signed on 7 December 2018 and revised in 2020 to replace the Multi-Annual Indicative Programme for the period 2021-2023. It includes a joint analysis, joint response, indicative financing allocations, joint results framework and division of labour. It also built upon lessons learnt from the interim Joint Strategy 2014-2017 (signed in 2014 by Senegal, EU, Germany, Belgium, Spain, France, Italy, Luxembourg, the Netherlands and EIB).
The JP process was conducted in close consultation with the Senegalese authorities as well as with civil society; Joint Strategy discussed at a meeting of the Heads of Mission on 19 May 2017. The draft Joint Strategy Paper was validated by the National Authorizing Officer (Minister of the Economy, Finance and Planning). Senegal was also one of the case studies in the independent evaluation on Joint Programming in 2017.
The Joint European Strategy Document for the period 2018-2023 was signed on 7 December 2018 by EU development partners, EU Head of Mission Irène Mingasson and Senegalese Minister of Economy and Finance Amadou Ba.
The preparation of the current Joint Strategy succeeded to the interim strategy for 2014-2017, and was in line with the latest Council Conclusions on Joint Programming.
The Joint European Strategy replaces, and therefore is used as, the EU National Indicative Programme.The Senegalese authorities are also very supportive so that they can refer to a common framework for European cooperation.
In the context of the new budgetary cycle 2021-2027 and the priorities of the Neighbourhood, Development and International Cooperation Instrument (NDICI), the Joint Strategy was revised to reflect the priorities of the new multi-annual programme, in line with the Team Europe approach. It is proposed that the first phase of the revised joint programming document is aligned with the Plan Sénégal Emergent, is coherent with the 2030 Agenda and the New European Consensus on Development, and covers the period 2021-2023. Team Europe's response is based on three priority areas: (1) Inclusive and green growth for the creation of jobs, (2) The development of human capital and (3) Good governance subdivided in 9 sectors.
