In 2022, the Joint European Strategy for Cooperation with Uzbekistan 2021-2027 was finalised.
Our Joint Strategy for Cooperation with Uzbekistan sets out the priorities for Team Europe in development cooperation, defines the division of labour and provides indicative financial allocations per priority area and per partner for the period of the strategy. The Joint Strategy serves as the reference document for the European Union and its Member States when programming for their bilateral and/or regional strategies benefiting Uzbekistan.
Participating donors include the European Union, European Bank for Reconstruction and Development, European Investment Bank, Czech Republic, Finland, France, Germany, Greece, Hungary, Italy, Latvia, Lithuania, Romania, Slovenia and Switzerland. This strategy document includes a joint analysis of strategic priorities, as well as a joint response focusing on key priority areas and a joint intervention framework to monitor the results to be achieved.
This document aligns with the Development Strategy of New Uzbekistan 2022-2026. The Joint Strategy focuses on the following priority areas: a) promoting good governance, social security and cohesion; b) promoting inclusive and green growth for jobs and environmental sustainability; c) promoting a sustainable agri-food sector and rural resilience livelihood. Crosscutting issues such as a human rights-based approach, rule of law, gender equality, women empowerment and youth engagement, poverty reduction, conflict sensitivity, digitalisation and climate and environmental sustainability will be at the core of all the priority areas.
As part of this strategy, Team Europe is also committed to support green priorities and actions through its Team Europe Initiative (TEI) on the Support to a Modern and Sustainable Agri-Food Sector and Resilient Rural Livelihoods. The initiative is intended to leverage and extend cooperation provided by Team Europe inspired by the concept of a “green recovery” that has been prioritised by both Government and the Team Europe partners in their post-pandemic strategies for Uzbekistan. Building on the EU’s Farm to Fork Strategy, and with reference to on-going Team Europe cooperation with the Ministry of Agriculture, it will focus on institution-building, inclusion, private sector growth, job creation, and climate change mitigation and adaption.
This TEI aims to facilitate inclusive, green, sustainable, gender responsive and climate-smart development of agri-food sector through blending operations, technical assistance, budget support and policy dialogue.
