30 years of professional experience in the institutional capacity building of public bodies in the sectors of consumer, market surveillance, local economic development, trade and industry, mainly through needs analysis, training, communication and evaluation (focus group, survey, results-based, etc.).
20 years of direct experience in EU projects: project management (team leader, key expert) of 15 EU-funded projects including EU Member States or neighbours countries (Albania, Ukraina), MENA (Egypt, Lebanon, Tunisia, Morocco, Algeria) and subsaharian Africa (Ivory Coast, Ethiopia, Gabon). Working experience in project planning, managing, monitoring and evaluation, in project cycle management and logical framework approach.

Jaap Koot is a medical doctor specialised in public health and health management with a postgraduate degree in International Health and Tropical Medicine (KNMG) and Master in Business Administration. He works in education and research in the university and in international health and development. He has experience in the Netherlands, in Central and Eastern Europe and in middle- and low-income countries all over the world.
His research concentrates on policy development to reduce inequities in health, for example in community health for prevention of non-communicable diseases. In education he focuses on global health care management and health promotion. He supports public health institutes in low-income countries in strengthening research for evidence-based policy making.
