A multilingual lawyer trained in several jurisdictions, Libor has over 18 years of experience working with high-level governmental, intergovernmental and non-governmental structures. He has previously managed diverse teams and complex projects with multiple stakeholders and large budgets in challenging environments of the Middle East (Security Sector Reform), Western Balkans (EU Pre-accession Assistance) and Turkey (EU Refugee Response). He is currently the Head of Operations and Partnerships at the Union for the Mediterranean headquartered in Barcelona, Spain.

With over a decade of experience in an international environment, I am a results-driven project manager skilled in orchestrating complex European Commission projects. My expertise spans monitoring and evaluation, activity coordination, e-learning development, learning design, and training delivery. I excel at transforming partner needs and available resources into streamlined, efficient, and impactful processes.

I have successfully designed and managed diverse Train-the-Trainers courses, e-learnings, table-top and in-person exercises, and led working groups to address specific challenges. My coordination and support of 10 international joint police operations in the Western Balkans underscore my ability to thrive under pressure while fostering collaboration.

Dr. Vilius Benetis is cybersecurity capacity building expert, who leads a team of experts to consult, establish, and modernise CSIRT/SOCs for governments, organisations, and sectors in Africa, Asia, Europe, and Latin America.

He is an active contributor to the development of cybersecurity methodologies for ENISA, FIRST.org, GFCE and ITU. He is official global Ambassador of CIS Controls.
