Meet Dr David Oliva Uribe, an accomplished professional with over two decades of
experience in scientific research, higher education, and innovation. He is a true visionary
who founded the Mexican Centre for European Collaboration in Education, Research and
Technology, EUMex-Connect, which has offices in Brussels and Mexico City.
David leads a network of experts who support public and private institutions in Latin
America, Europe, and Asia to drive strategies for research, innovation, internationalisation
of higher education, open science, digital transformation agendas, and deep digital
technologies. His passion for these areas has seen him serve in various capacities, including
as the Secretary General of the European Power Electronics Association and Head of the
Industrial Doctoral School at EIT Digital within the EIT ecosystem.
At EIT Digital, David has been relevant in promoting university-industry collaboration in
deep digital technologies. He coordinated a European action in 12 centres around Europe to
achieve this. He was also Head of the Council of Doctoral Education of the European
University Association. He led a working group on public policies for doctoral education and
careers for early-stage researchers with 230 European Universities in 35 countries.
David's expertise in innovation has seen him work as an expert for the Organisation of
American States since 2020, where his company was in charge of developing the latest
innovation strategies for Centers of Excellence in Emerging Technologies. As a result, his
company, EUMex-Connect, designed and implemented the first Centre of Excellence in
Blockchain Technologies in Mexico. He was also the Principal Advisor to the Mexican
Ministry of Science and Technology CONACYT from 2019 to 2022. His work there
emphasised promoting structured collaboration between Mexico and the European Union.
David's impact extends even further. Since 2020, he has been an advisor for international
policies of the Mexican National Polytechnic, which is a STEM university with 250,000
students. His insights and leadership in this area have been invaluable in shaping the
institution's international policies.
