GCCA Intra-ACP Programme

The Intra-ACP Programme



The Intra-ACP programme is funded under the 10th European Development Fund (EDF) Financial Framework and covers all 79 member countries of the African, Caribbean and Pacific (ACP) Group of States.



The ACP Group includes 48 countries from Sub-Saharan Africa, 16 from the Caribbean and 15 from the Pacific. Many of them are amongst the countries most vulnerable to the effects of climate change: 40 member states belong to the group of Least Developed Countries (LDCs) and 37 member states are classified as a Small Island Developing State (SIDS). In addition, African countries have been affected more than other countries by drought, desertification and floods resulting from changed and unreliable climate patterns. Against this background, it is easily understood that climate change is a major concern in the ACP region. The member countries are more than prepared and willing to take action to adapt to current climate change effects, to build up resilience in view of further changes in the future, and to develop low-emission development strategies, thereby contributing to global mitigation efforts.



Being part of the Global Climate Change Alliance, the Intra-ACP Programme supports its member countries, in particular the LDCs and the SIDS, in their adaptation and mitigation responses. Key areas of intervention are determined by the five priority areas of the GCCA. Another important feature of the programme is that all activities have a clear link to sustainable development, thereby contributing to the achievement of the Millennium Development Goals (MDGs).



The total budget of 40 million Euros is divided over 5 geographical components and 1 support component. The geographical components include a pan-African component to support the ClimDev Africa programme, and 4 regional components in respectively Eastern and Southern Africa, Western Africa, Caribbean and Pacific. The support component ensures overall programme coordination, assists the ACP Secretariat in issues related to climate change and provides technical assistance to ACP member states under a number of specific modalities. The support component is run from the ACP Secretariat, located in Brussels (Belgium).
