Abstract
The non-profit housing sector has introduced innovative affordable housing solutions, offering a fresh blueprint for reshaping policies and legal structures related to affordable housing. UN-Habitat has conducted a comparative study of the non-profit housing sector in five countries (Austria, Brazil, England, Netherlands, and South Africa), showcasing exemplary legal frameworks that foster a strong and sustainable social housing sector. Through this evaluation, UN-Habitat aims to encourage non-profit organizations' involvement in supplying social housing, thereby addressing urban housing demands and narrowing affordability gaps.
This document aims not only to aid nations in crafting or reinforcing legal frameworks supporting non-profit sector engagement in housing but also proposes new governance structures to facilitate this collaboration. The primary goal of this assessment is to establish a model for effectively nurturing and maintaining a non-profit housing sector, adaptable to any country embracing this strategy for diversifying housing options. Naturally, its application should align with specific development priorities. To leverage the available best practices, a country checklist has been provided, offering guidance for nations to internally assess their housing requirements, existing policies and legal structures, and financial capacities. This checklist serves as a systematic tool for guiding legislative, policy, and institutional reforms.
