Overview
Adaptation including formulation and implementation of national adaptation plans, and ways to address loss and damage is a significant challenge for African countries. The means of implementation (climate finance, technology transfer and capacity building) is a central concern in Africa, in the context of community innovations and adaptations to climate change, accounting for climate change, agriculture and food security, integration of climate information into planning and policy processes, and linkages to sustainable development processes. The GCCA Intra-ACP Programme provided 8 million euro to Climate Development African (Clim-Dev Africa) to address these needs.
Objectives
The programme's overall objective is to respond to climate change and variability challenges for Africa's development, with a focus on climate sensitive sectors (i.e. agriculture, food security, water resources, energy and health). The programme's specific objective is to increase climate resilience of Africa's population, addressing the need for improved climate information in Africa and strengthening the use of such information for decision making.To this end, the programme includes three components.
- Result Area1 is on building widely available climate information, packaging and dissemination. It aims at building a credible climate science and robust observational infrastructure that can support decision-making processes across Africa.
- Result Area 2 on quality analysis for decision support and management practice focuses on linkages between the impact of climate change and policy response for effective development planning.
- Result Area 3 is on informed decision-making, awareness and advocacy. Its focus is on climate governance issues, advocacy, stakeholder awareness raising and climate knowledge promoted through capacity development, convening forums and dissemination of knowledge products.
Key Achievements
The Programme continued creating close policy linkages between ClimDev-Africa, the African Group of Negotiators (AGN), the African Ministerial Conference on the Environment (AMCEN) and the African Ministerial Conference on Meteorology (AMCOMET) with the aim of shaping the African climate agenda.
ClimDev-Africa organized a High-Level panel discussion on African SIDS in the margins of the Third International Conference on SIDS held in Apia, Samoa, 1 – 4 September 2014, on the theme: The Paradox of the 'Small': securing development opportunities in the face of climate change in African small island developing states. ClimDev-Africa also organized a pre-event on the side-lines of the UN Climate Summit in New York, 23 September 2014 attended by three Heads of State. The theme of the event was “Moving against the tide: Africa rising to seize climate change opportunities for water, food and energy security” (see http://www.climdev-africa.org/unsummit2014).
During COP20 in Lima, Peru ClimDev-Africa hosted African policy makers, scientists and practitioners for Africa Day (see http://www.climdev-africa.org/cop20)
During the 4th CCDA conference, ClimDev-Africa, AMCOMET and WMO met to lay the foundation for Climate Research for Development (CR4D) a programme conceived at the African Climate Conference in 2013 (ACC2013).
In February 2015, realization of the CR4D programme received a further boost through its launch at the AMCOMET meeting in Praia, Cabo Verde (see details here and here).
Enhancing National Climate Services (ENACTS) is an integrated platform aimed at accelerating efforts to improve the availability, access and use of climate information at the national level in African countries. ENACTS has supported climate observation networks in Rwanda, Ethiopia and The Gambia.
Analysis of the impacts of climate change in all African Small Island Developing States (SIDS) was undertaken in 2014. The research identified sustainable development choices, including blue economy.
After reaching its funding threshold, the ClimDev-Africa Special Fund (CDSF) became operational in August 2014 when the equivalent of UA 20 million was realized (details here).
A Monitoring Framework and Evaluation Approach (MFEA) system is being implemented by the three ClimDev-Africa partner.
ClimDev-Africa initiated a programme to support African countries in preparing their INDCs. It started with a workshop where a framework was formulated, which was subsequently adopted by the AGN.
