The quality of trade and transport infrastructure 



The quality of trade and transport infrastructure (e.g ports, railways, roads, ICT, etc) index is scored between 1 (very low) to 5 (very high). More information on the methodology can be found here [link to https://lpi.worldbank.org/international]

Doing Business records all procedures required for a business to obtain a permanent electricity connection and supply for a standardized warehouse. Aspects are efficiency, reliability and transparency are also included, but normally only information from the largest city is collected, please see here [ link to http://www.doingbusiness.org/Methodology/Getting-Electricity]  for further information.

Enforcement costs are all costs that Seller (plaintiff) must advance to enforce the judgment through a public sale of Buyer’s movable assets, regardless of the final cost to Seller. 

Court costs include all court costs that Seller (plaintiff) must advance to the court, regardless of the final cost to Seller.

Average attorney fees are the fees that Seller (plaintiff) must advance to a local attorney to represent Seller in the standardized case.

Time is recorded in calendar days, counted from the moment the plaintiff decides to file the lawsuit in court until payment. This includes both the days when actions take place and the waiting periods between. The average duration of different stages of dispute resolution is recorded: the completion of service of process (time to file and serve the case), the issuance of judgment (time for the trial and obtaining the judgment) and the moment of payment (time for enforcement of the judgment). If information on a specific value chain is needed, it's very likely specific surveys/studies will be needed as part of the intervention M&E. Given the complexity and costs, please consider whether this option is viable (e.g. costs/capability, etc) before using this indicator.

This gives some indications on whether the economy is moving towards higher-value sectors, e.g. manufacturing. Other higher value sectors may be chosen for the indicator. However, the data availability/quality/reliability may be an issue.

This indicator could be adapted to ensure it captures the most relevant products delivered by the mechanisms.

If the workplan is less developed, it might be more useful to use "status of structure dialogue work plan". However, if using the latter indicator, please do not use a binary, existing/non-existing target.
