 current corporate results framework for collecting and measuring key results achieved by interventions funded under EU international cooperation instruments. The European Union Results Framework (EURF), shown for reference only, was used exclusively under the previous Multiannual Financial Framework (MFF) and is no longer applicable. For interventions funded by Directorate General  Enlargement and Neighbourhood (DG ENEST) and Directorate General Middle Eastern and North Africa (DG MENA), the Results Framework used is the Instrument for Pre-Accession (IPA III). Access the updated FPI Results Framework (FPI RF) from October 2025. Check the latest methodological aspects and notes in each Results Frameworks' links above.

For interventions funded by external assistance financing instruments of EU international cooperation, the following Results Frameworks are used:

The Global Europe Results Framework (GERF) is the corporate results framework used to measure key results achieved by interventions funded under the Neighbourhood, Development, and International Cooperation Instrument (NDICI) within the Multiannual Financial Framework (MFF) 2021–2027.

The EU Results Framework (EURF) is used only for monitoring and reporting interventions under 2014-2020 MFF. EURF is not used for designing new interventions.

The GERF encompasses a set of predefined indicators organized at three different levels.

  • Level 1 - Impact: indicators that measure the long-term effects of interventions, assessing the overarching impact on development goals and priorities.
  • Level 2 - Outputs and outcomes (for Results Data Collection exercise): indicators that track specific results and deliverables, forming the basis of the Results Data Collection exercise to monitor tangible achievements within interventions and programmes.
  • Level 3 - Policy mainstreaming: indicators that ensure alignment with EU policy priorities, such as gender equality, climate action, and human rights, across interventions.

The Instrument for Pre-Accession Assistance (IPA III) serves as the European Union’s main financial mechanism to support reforms in the Western Balkans and Turkey, aiding their preparation for potential EU membership. Spanning the 2021–2027 period, IPA III aims to foster sustainable socio-economic development, enhance governance, and encourage regional cooperation, while placing strong emphasis on aligning with European Union standards and values.

The IPA III Results Framework is structured according to the five Windows of the IPA III Programming Framework: 

  1. Window 1 (Rule of Law, Fundamental Rights and Democracy), 
  2. Window 2 (Good Governance, EU Acquis Alignment, Good Neighbourly Relations and Strategic Communication), 
  3. Window 3 (Green Agenda and Sustainable Connectivity), 
  4. Window 4 (Competitiveness and Inclusive Growth) 
  5. Window 5 (Territorial and cross-border cooperation) 

Each Window has different Thematic Priorities, all having their specific set of indicators. Note that the same indicator can be in several Windows/Thematic priorities.

There are three levels of indicators for each Window/thematic priority:

  • Level 1: impact level indicators monitoring the long-term changes.
  • Level 2: indicators measuring the outputs and outcomes to which EU-funded interventions have contributed directly.
  • Level 3: indicators tracking the resources directed towards specific priorities, measured either in terms of budgetary commitments or numbers of interventions; they are not to be used in logframes.

Tips for designing gender-responsive results frameworks

  • Does the result chain reflect how the action is contributing to gender equality for the whole population (women, men, girls and boys in all their diversity) with a human rights-based approach (taking into account disability status, rural/urban, ethnicity, etc.) and does it foresee developing the capacities of rights-holders to claim their rights and duty-bearers to meet their obligations?
  • Clear language expressing commitments to achieve gender equality must be integrated into one of the specific objectives/outcomes of the intervention (particularly if the intervention is framed in a G1-rated AD).
  • Using sex-disaggregated data is a minimum requirement.
  • Using gender-responsive indicators is also recommended to measure gender-equality results.
  • Setting up baselines and targets allows to measure EU support to gender equality.

 

Gender-responsive indicators

  • Are used to measure gender-related changes over time and the progress towards gender equality goals.
  • The decision is based on the specific intervention, and an indicator can be gender-responsive in one context but not in another. 
  • Sex or gender disaggregated indicators are gender-sensitive but not necessarily gender-responsive. Hence the importance of setting up targets knowing the baselines. 
  • Gender-responsive indicators are not always sex-disaggregated.

Examples:

  1. Extent to which country’s legal framework guarantees women’s equal rights to land ownership and/or control
  2. Number of digital start-up enterprises led by women who benefit from financial support

Where to find gender-responsive indicators?

  • GAP III is the first source where to find gender-responsive indicators by thematic areas of engagement, and some of its key outcome indicators are also pre-encoded in OPSYS/EU Funding and Tenders Portal.

Tips for gender-responsive monitoring and reporting

  • All monitoring and reporting shall assess how the intervention is actually implementing the principles of gender equality, inclusion and diversity, and track results towards gender equality.
  • Collect, analyse, and report sex/gender-disaggregated data when relevant (by default, all EU corporate indicators counting number of persons).
  • Collect, analyse, and report gender-responsive data when relevant.
  • In addition to your results framework monitoring and reporting, include gender equality in your political and policy dialogue, with all stakeholders and try to systematically involve/consult women’s rights organisations and movements and women machineries (not the focus of this presentation).
