Project: Clima East package (2012-2016)

What is this project about?

The Clima East project package (2012-2016, 18 million EUR) works with seven partner countries - Armenia, Azerbaijan, Belarus, Georgia, Moldova, Ukraine and the Russian Federation - on developing approaches to climate change mitigation and adaptation. The project package is divided into two parts, Clima East Policy andClima East Pilots. The Clima East Policy (7 million EUR) provides technical assistance on climate change policy. In particular it supports the partner countries to:

  • Deliver on commitments under UNFCCC agreements and engage effectively in international negotiations;
  • Develop, fine-tune and implement climate change mitigation and adaptation policies and align them with EU approaches, as deemed appropriate;
  • Strengthen capacity for strategic planning with regard to mitigation, including the development of economy-wide and sectoral low-carbon strategies;
  • Strengthen capacity for strategic planning with regard to adaptation to climate change.

The project also runs a demand driven Expert Facility (1 million EUR) which provides short-term expert input for particular tasks that will contribute to achieving one or more of the project results.

The Clima East Pilots (11 million EUR) supports ecosystems-based approaches to climate change through a number of pilot projects in the partner countries that demonstrate the relevance of ecosystem management techniques for climate mitigation and adaptation. These pilot projects show that intact ecosystems such as peatlands, permafrost landscapes, boreal forests and pasture land can have a strong and cost-efficient positive effect both on climate change mitigation and adaptation. Pilot projects have been organised on:

  • conservation and restoration of peatlands in Belarus, Ukraine and Russia;
  • protection and restoration of forest and peatland permafrost carbon pools in Russia;
  • pastures restoration and protection in Armenia, Azerbaijan, Georgia and Moldova.

Implementation of the two components is separate, but closely linked by deriving policy lessons from the experience of the pilots. Any policy-level changes developed through the policy element of the project may be implemented at the national or regional level during the replication of the pilots.
