- East, Central & South Africa - March 2014
The Joint Programming Workshop for Central, East and South Africa, Addis Ababa, 13-14 March 2014, co-hosted with the Netherlands and Belgium, was a success.
The workshop brought together 93 joint programming practitioners (Heads of Cooperation of EU and MS, and HQ), from 14 partner countries Burundi, Chad, Comoros, Ethiopia, Kenya, Malawi, Mozambique, Namibia, Rwanda, Somalia, South Sudan, Tanzania, Uganda, Zimbabwe, with a significant interest and high-level participation from headquarters.
Building up on the experience of the Joint Programming workshop held in Guatemala (for Latin America), this seminar showed again that Joint Programming is picking up speed and intensity, as well as Member States’ involvement and engagement in the process.
Some features:
- Importance of HQ guidance at technical /in-country process level.
- Open understanding that Joint Programming is voluntary, can be started by the "willing and able" Member States
- Increasing understanding of Joint Programming as a process that can lead to more cooperation (e.g. joint implementation/ delegated cooperation; common results frameworks; monitoring/ evaluation; trade/ investments).
- ECHO (HQ / field office level) and EIB participated. Discussion on the need to better integrate humanitarian aid/ resilience considerations and EIB funding in Joint Programming work.
