Team Europe and Development Effectiveness

Objectives

Enable course participants to identify practical steps towards institutionalising joined up approaches partner country levels.

More specifically, the objectives are to better understand:

• The added value of working in a joined-up manner at country level;
• How Joint Programming (JP) processes can be taken forward drawing on key building blocks, each of which can deliver added value to programming, implementation, results monitoring and policy dialogue in partner countries;
• What is possible within the main building blocks of JP (joint analysis, joint response, joint results frameworks) and have an overview of current good practice including joint policy dialogue, joint implementation and joint visibility initiatives;

How JP delivers on the 2030 Agenda and SDGs by working better together.

Target audience:

The course is aimed at staff working in Delegations and Headquarters, in particular those staff working with donor coordination and JP. 

It is also open, according to availability of seats (i.e. on a 2nd priority), for HQ to colleagues from the "Relex family" (DEVCO, NEAR, ECHO, TRADE, FPI + ECFIN and EEAS staff working in HQ) and for Member States staff.

This is an advanced training course for which participants are recommended to have some background on EC development cooperation policy framework and project cycle management knowledge.

Content

The course covers how JP:

• Complements aid effectiveness commitments (e.g. division of labour, alignment, harmonization and ownership) with EU political priorities,
• Gives the EU and EU Member States a comparative advantage in delivering on development effectiveness commitments (results, transparency, accountability and inclusive partnerships),
• Delivers added value at country level by improving coordination and coherence of European ODA,  influencing policy development, delivering value for money and ensuring strengthened partnerships with national authorities and,
• Improves impact and visibility of the EU and EU Member States in changing contexts.

The course concludes with a focus on what steps can be taken to start JP processes. This will include an introduction to good practices and an overview of technical resources and know-how available.
