Intermediate Targets and Outcome Profile

Questions Answers
Is it mandatory for all interventions to encode intermediate targets?  OPSYS automatically generates intermediate targets for outcome and output indicators. Intermediate targets are not required for impact indicators. Target values are not contractually binding but are meant to allow the system to assess the performance of the intervention by comparing the current value (actual) with the intermediate target (expected) for the same date. These automated targets can be adjusted or removed to better reflect reality.
Why do the intermediate targets keep reappearing in the Logframe even after deleting them? Intermediate targets are automatically generated when selecting an “Outcome profile.” Use the trash icon to delete them. If this fails, it may be a technical bug—contact the Helpdesk at: EC-FUNDING-TENDER-SERVICE-DESK@EC.EUROPA.EU
Error with "Outcome profile" form when loading logframe The "Outcome profile" should appear upon clicking on “Create Logframe.” If not, contact the Helpdesk:

Is it possible to change the Outcome profile once the logframe has been approved? Yes, the Outcome profile can be adjusted without restrictions even if the logframe has been approved. However, a justification of the change should be provided in the dedicated pop up window. Once the changes have been saved, the status of the Logframe will automatically changed to "Draft" and should be resubmitted for approval of the Operational Manager.
Do we need to encode yearly targets? Yearly targets are not mandatory, but intermediate targets are directly generated by the system if no intermediate targets are encoded. The intermediate targets will be used to assess the performance of the intervention.
The performance at the indicator level can be assessed by comparing the current value (actual) with the intermediate target (expected) for the same date.
Do interventions that follow the Outcome profile C (i.e. no progress until end) need to have intermediate indicators? Or would it be sufficient if during the interim reporting we just report the current value of the indicator? The current values for all indicators should be updated when a progress report has been produced regardless their outcome or output profile. If there is no progression for an indicator, encode 0. If data could not be collected, encode "NA" and provide a justification in the comment section.
What Outcome profile should be selected when the value of one outcome indicator is changing steadily, another is showing acceleration and the third one does not change until the end? For outcomes, the most common case is to have an steady progress (a): The outcomes are achieved continuously throughout the second half of implementation. It is more convenient to select this option, even if some indicators don't follow this way of progression. However, the "Outcome profile"  can be changed for all indicators at once under "Manage Logframe" or only for specific indicators. A justification for these changes is required. Once this is done, the logframe needs to be approved again
Can you have different outcome profiles in the same Logframe? If we are in doubt, which one do we use as default? Option b? Yes. However, only one outcome profile can be selected using the "Outcome profile" button in "Manage Logframe". The selected profile will apply to all outcome indicators in the Logframe. The system will propose by default the "Steady progress" profile. Users should assess which is the most likely profile in the progress towards the main outcome results from the available choices ("Steady progress", "Accelerating progress", "No progress until the end", none of the above). Manual editing of the outcome profile at indicator's level is still possible on an indicator-by-indicator basis. To edit to the Outcome profile of one indicator click on "Edit Indicator" in "Manage Logframe".
