Global Europe Results Framework (GERF)
The Global Europe Results Framework (GERF) is a structured system for tracking and measuring the impact, outcomes and outputs of EU-funded interventions under the Neighbourhood, Development, and International Cooperation Instrument (NDICI) within the Multiannual Financial Framework (MFF) 2021–2027. GERF serves as a key component of the European Union's commitment to transparency, accountability, and effectiveness in its international cooperation and external action efforts.
The Global Europe Results Framework (GERF) includes a series of predefined indicators across three levels. Click on the links below to learn more about the GERF indicators:
- Level 1 - Impact: indicators that measure the long-term effects of interventions, assessing the overarching impact on development goals and priorities.
- Level 2 - Outputs and outcomes (for Results Data Collection exercise): indicators that track specific results and deliverables, forming the basis of the Results Data Collection exercise to monitor tangible achievements within interventions and programmes.
- Level 3 - Policy mainstreaming: indicators that ensure alignment with EU policy priorities, such as gender equality, climate action, and human rights, across interventions.
These indicators help provide a consistent basis for monitoring performance and enable data-driven decision-making to improve the effectiveness of EU external actions.
