Instrument for Pre-Accession Assistance (IPA III)

The Instrument for Pre-Accession Assistance (IPA III) is the European Union’s primary financial tool supporting reforms in the Western Balkans and Turkey as part of their preparation for an eventual European Union membership. Covering the period 2021–2027, IPA III is designed to drive sustainable socio-economic development, strengthen governance, and promote regional cooperation, with a strong focus on meeting European Union standards and values.

The IPA III Commission Staff Working Document provides detailed guidance on the performance and monitoring framework that supports this instrument, ensuring that interventions are aligned with the European Union’s strategic priorities. This framework includes predefined indicators and targets that measure progress in areas such as the rule of law, economic governance, public administration reform, and fundamental rights. Through these structured performance measures, IPA III promotes accountability, transparency, and results-oriented actions, helping partner countries move closer to European Union accession.
