Reporting current values

Questions Answers
Where should results of the progress report be encoded in OPSYS? Under your intervention in the Funding and Tenders Portal, each indicator in the logframe should be reported as per the information submitted in the the latest progress or  final report. After the Logframe of the intervention has been encoded by the Implementing Partner and approved by the Operational Manager, current values of indicators are updated  in the "View Logframe" page of the corresponding intervention under "Access to indicators' page
Intermediate targets are automatically generated  by the system in the to measure the performance by comparing the current value with the intermediate target for the same date.
When should the logframe indicators be updated? It is standard procedure to update the current values following/in parallel the approval of the progress or final report. Each intervention has its own reporting calendars; indicator updates should align with that. It is required to report in OPSYS at least once a year. A project ends once the final report is submitted and the final values have been encoded in OPSYS.
Are there guidelines on how to encode data?  You can consult the guidelines in this wiki: https://wikis.ec.europa.eu/display/ExactExternalWiki/Results+and+Monitoring.
Should the final target also include the baseline value? Correct. When reporting cumulative values, if the baseline is i.e: 10 and the target is 95, the target value encoded in OPSYS should include the baseline: 105 (baseline: 10+ target value: 95).
Please also keep in mind that when reporting cumulative values, the current value should also include the baseline (500 initial+ 200 reached during the reporting period=700 youth trained).
In case where the decline or negative change in the indicator status is in fact the positive progress, do we have the option or do we need to calculate baseline and the target from the reverse angle? The value of the indicator can remain negative, no need to reverse it. This will be visible from the baseline and final target encoded and the different current values reported in the progress reports for that specific indicator.
Is there a way to encode data in an automatic way, for instance by importing data from an Excel document? No, the encoding is done manually.
What to do when reporting % values but the disaggregation for men and women that are not meant to be interpreted as halfs of one another but rather as representations of each gender? Disaggregation on percentage is not a split of the value like for a numerical indicator, but new calculations based on the disaggregation criteria. OPSYS allows for this.
We are in the first year of reporting and we haven't collected data. In this case if we plan to collect the data by the end of this year or next year, do we need to report zero or do we need to report in the case that we plan not to collect data at all for this indicator?  In that case, should we change the indicator You only need to report in OPSYS when a report has been produced. '0' indicates an observation that needs to be measured, just like any other value. If an indicator could not be observed at all, report 'N/A' and provide a justification.
If, for outcome and output indicators, the progression cannot be observed at all during implementation, please check with the EU Operational Manager the possibility of replacing that specific indicator.

If a particular indicator is about to be reported in the following year of the project because the activity did not happen yet, do we need to mark the current value as N/A? Ideally, the baseline date should indicate when work on activities related to an indicator begins. If this is no longer possible, reporting 'N/A' providing a justification is sufficient.
Should the cumulative or periodic values be reported in OPSYS for each indicator? When possible, we should report cumulative values. For Y2, we need to encode the value achieved during that year, including what was achieved in Y1 and the baseline value if it is different from 0, i.e.: 20 (Y2)+15 (Y1)+12 (Baseline)= 47 is the current value to be encoded in Y2 of the implementation.
Should we provide current values for the impact indicators of the project? For impact indicators whenever a value is available, please do report these values. If not, report "N/A" providing a justification in the system.
My project does not use OPSYS at the moment, the project is ending at the end of the year.  Do we need to use OPSYS for such a short amount of time? All interventions financed or co-financed by the EU that report on results should be encoded in OPSYS. The logframe in OPSYS allows an easy assessment of achievements compared to targets at a specific point in time. This serves as a useful tool for EU Operational Managers when reviewing progress reports, general implementation, and performance. In addition, the data encoded in OPSYS is used for corporate reporting.
What happens when you encode the current values and save as "Draft"? It seems the systems doesn't allow you to edit or to send the information to the EU Operational Manager Current values can be edited at any time and will revert to the "Draft" version when changes are made. Only   the Lead Implementing Partner can submit the current values  for the review/ approval of the EU Operational Manager.
Which are the consequences of not encoding and updating the logframe in OPSYS? Please contact your Operational Manager for this question.
