South-South cooperation

The ADELANTE Programme, first phase (2016-2020), supported 8 Triangular Cooperation projects in various thematic areas, in several countries, with all types of actors (more than 50 organisations from 18 countries in Latin America and the Caribbean, in addition to several European institutions), with diverse forms of collaboration between them and with different intervention strategies. These projects have contributed significantly to the Region's sustainable development and have generated interesting and useful sectoral and cross-cutting learning and experience exchanges.

The EVALÚA project, co-financed by the European Union through the ADELANTE Programme, aimed to institutionalize public policy evaluation in Latin America and the Caribbean. By promoting informed and effective decision-making, the project contributed to building more equitable and sustainable societies. Through collaborative efforts among various governmental institutions, EVALÚA enhanced the capacities of public administrations to assess and improve policy interventions, ensuring they meet the needs of their populations.

The "Strengthening Restorative Justice" project, co-financed by the European Union through the ADELANTE Programme, aimed to promote alternative solutions to incarceration, fostering a more humane and equitable justice system that provides opportunities to vulnerable populations. By enhancing the application of restorative justice in criminal and juvenile systems across Costa Rica, Colombia, and Mexico, the initiative sought to reduce recidivism, facilitate social reintegration, and address the root causes of criminal behaviour. Through collaborative efforts among judicial institutions, the project emphasized knowledge exchange, capacity building, and the development of comprehensive public policies supporting restorative practices.

The DIALOGAS Triangular Cooperation Project, supported by the European Union through the ADELANTE Programme, fostered inclusive development in Latin America by promoting dialogue, collaboration, and the co-creation of solutions among governments and social actors.

This project strengthened participatory governance and social cohesion by addressing structural inequalities, fostering innovation in public policies, and enhancing the capacities of key stakeholders.

SEDA project aimed to provide training, tools, and appropriate technology for sericulture to support women and vulnerable populations in developing a sustainable economic activity.

The Triangular Cooperation Project "Contributing to Food Security for the Population of Cuba", co-financed by the European Union through the ADELANTE Programme, aimed to enhance the availability of safe animal-derived food and improve animal health standards in Cuba. By focusing on strengthening diagnostic capacities and upgrading laboratory infrastructures, the initiative addressed critical aspects of food security and public health. Through collaborative efforts between Chilean and Cuban institutions, the project fostered knowledge exchange and capacity building to support sustainable agricultural development.

The "Mirada Ciudadana" project, co-financed by the European Union through the ADELANTE Programme, aimed to enhance governance and implement quality public policies to reduce inequalities in Mercosur municipalities. By strengthening institutional capacities of local governments and civil society, the project promoted transparency, accountability, and citizen participation in public service definition and provision.
