DG INTPA Support for Monitoring, Evaluation, Learning and Design in EU External Action

 Support the implementation of the EU Results agenda: 

✅ INTPA.D4, along with other units from the RELEX family, steers the implementation of the EU Results agenda on the aspects pertaining to results, monitoring, reporting, communication and learning of EU External Actions.  

Guidance on Global Europe Results Framework (GERF) corporate indicators to measure EU results:  

✅ Assisting in the development and update of corporate (Global Europe Results Framework) indicators to align with EU policy priorities and to promote the use of standardised indicators’ methodologies across EU-funded interventions in partner countries.  

 Support to results reporting: 

✅ Defines, in coordination with other RELEX services, the rules and standards for yearly results reporting, ensuring quality assurance of the reporting and data processing at all levels and systems and providing central level quality control of the corporate results including for double-counting risks. The deployment of personalised support for Operational Managers and Thematic Units involved in results reporting, as well as the development of cost-effective support for implementing partners’ reporting capacities, ensures consistency with corporate requirements.

 Support to corporate reporting: 

✅ Provides robust data on EU corporate results to inform corporate reporting obligations such as the Annual Report on the Implementation of the European Union's External Action Instruments, the External Actions Management Report, the Programme Performance Statements, the Annual Activity Report, all ultimately feeding into the Annual Management and Performance Report for the EU Budget. 

✅ Primary Interventions Questionnaire/EAMR collects data on the performance of interventions in view of calculating the results Key Performance Indicators. To request assistance, contact EC-EAMR-PINTV@ec.europa.eu  

 Promotes the use of quality results data in corporate learning and communication:  

✅ Tools design, advice and assistance for using high-quality results data in corporate processes.

 Support to monitoring systems:  

✅ Using coaching, advice and methodology resources to strengthen internal and intervention’s M&E systems. More info soon.  

 Capacity building: 

✅ The Fundamental Training Package (FTP) on Intervention Cycle Management provides the EC staff in Headquarters and Delegations with a series of online training organised to enhance their competences, such as on Internal Monitoring for Results.
