Encoding of Baselines

Questions Answers
Can the baseline value change throughout the intervention if no activity has started concerning the linked indicator? Yes, dates and values of baseline can be adjusted without restrictions even if the logframe has been approved. However, once the changes have been saved, the status of the Logframe will automatically changed to "Draft" and should be resubmitted for approval of the EU Operational Manager.
Baseline values for impact-level indicators may rely on the latest published figures or reports, which can be years old. However, for outcome and output-level indicators, the baseline should align with the start of the intervention. Total baseline values can be 0, particularly for output-level indicators.
Are there any suggestions on how to insert two baseline values and two targets belonging to two different population/nationality groups? In this case, you can enter a global value for the baseline and the target and explain in the comment section the disaggregated value per population/nationality group.
If you want to disaggregate by countries, it is possible to select the countries you would like in the system, add a global value and then disaggregate the values per country in the respective field.
Is it possible to modify the disaggregation criteria of an indicator and its values  after the approval of the logframe? Key elements such as the type of disaggregation can no longer be altered. If errors exist in these aspects, the indicator must be deleted and re-encoded. In such cases, the current values should be deleted first when the logframe is under status approved. Then, under "Manage Logframe", the indicator can be deleted and re-encoded. Afterwards, the logframe needs to be approved to be able to reencode  the current values.
Can the logframe only be approved when all baseline and target values have been defined?  If not all baselines and targets have been defined for some indicators, mark them as "To be defined". Once these values have been defined during the implementation, update the information in OPSYS under "Manage Logframe" and submit the logframe for approval to the EU Operational Manager.
