The global water crisis has been going on for several years. "Integrated Water Resources Management" (IWRM) is currently the main means of dealing with water crises. However, water management is still full of contradictions. Although the basin unit theory has become an important foundation of international water law and ecological/environmental science, ignoring international river sovereignty and water rights can‘t solve the current international water security dilemma. Determining water rights is not only the cornerstone of domestic water resources allocation, resource utilization optimization, and sustainable economic development, but also the key to managing and transforming international water conflicts. The first International Water Rights Forum organized by the Law School of Hohai University pooled ideas, shared the latest scientific research results of Chinese and foreign experts in water politics, water law, water resources management, etc., and promoted the academic community to face up to the international and national water rights issues. Promote the provision of global water security.
