| The TOR should clarify that accountability for mainstreaming child rights lies with the team leader or principal consultant (rather than gender or sectoral specialists). This will help ensure systematic integration of a child rights focus as part of overall quality assurance in all deliverables. | The TOR should include an annexed report outline. If child rights are made visible in the report outline, external consultants are obliged to reflect this in report findings, conclusions and recommendations. The TOR should also specify that report recommendations address the mitigation of any identified negative impacts of the initiative on stakeholders, including children and their rights. |
