Exercise: Mainstreaming Child Rights in Evaluation TOR

The following example is taken from the evaluation TOR of an EC Food Security Initiative in Africa. We would ask you to please comment (in the column on the right) on how you would make child rights and child well-being more visible and mainstreamed in these two components of the TOR (10 lines max per component).

To do this we would ask you to download the table as a .doc file and send the document to your training tutor.

Project description: The overall goal of the project is to increase the resiliency of the most vulnerable populations and mitigate the effects of volatile food prices on their food security by increasing food production through the improvement of livestock management including drought management and enhanced fodder production.

EC Terms of Reference Your Comments on Child Rights Mainstreaming
Evaluation Issues:
  1. Evaluation of the strategy used.
  2. Perceptions of the targeted communities regarding products and services
  3. Identification of results/milestones/goals
  4. Determine the cost/benefit analysis of fodder production as part of the livestock intervention
  5. Identification of indicators of success and identify impacts from the communities` views and comments and the benefits of the Program
  6. Cross-cutting issues, e.g. gender
  7. Participation of local community
  8. Analysis of findings and report writing
Profile of Consultants:
  • Degree in livestock production, rangelands management or related discipline
  • Post-graduate qualification in project cycle management/project evaluation
  • Evaluation of similar livestock-based livelihood projects in the region
  • Good communication skills and use of PRA tools
  • Capacity to document project impacts based on gender and social strata
