Key Evaluation Questions for the TOR
Evaluation focuses on outcome achievement up to the overall objective. Click on each question to see the related questions.
1. How have government policies, programmes, legislation, structures, mechanisms and resource allocations related to targeted children and targeted rights violations changed as a result of the initiative? How have the commitment, knowledge, skills, accountability and resources of key duty bearers changed as a result of the initiative? To what extent has this translated into strengthened capacity of duty bearers to fulfil their duties and obligations with regard to the targeted rights violations?
2. To what extent have the most marginalized girls and boys been reached in terms of policies, programmes, services and resources? What has been learned about reaching the hardest to reach? About promoting equity and non-discrimination?
3. To what extent have the capacities of targeted girls and boys been strengthened to understand and effectively claim their rights and entitlements? To what extent have new spaces been created for children to voice their claims and hold duty bearers to account? To what extent have the views and opinions of children influenced development decision-making?
4. To what extent have the capacity of organizations, communities, social movements, networks, coalitions been strengthened to support and advocate for child rights realisation?
5. Of the rights violations initially addressed by the project, programme or policy, which child rights are better fulfilled and for which children (disaggregated by gender, age, social and economic circumstance)? Whose rights remain unfulfilled and how does this situation compare with the pre-programme state? What is the impact of the initiative on family revenue/livelihood, children`s access to social services and improvements in social capital for children and their families (CRIA)?What are the implications for future policy and programming to mitigate negative effects and maximize potential positive effects for targeted children?
