Key Monitoring Questions and Issues for the TOR

To what extent does the programme design remain relevant and feasible?

  • Do programme inputs, activities and strategies target the needs marginalised girls and boys?
  • Do marginalised girls, boys and their care givers perceive the programme purpose and results as relevant to their needs and interests?

To what extent are programme results being achieved?

  • Are expected results for children being achieved on time?
  • Have possible negative effects of programme results on specific groups of children been clearly identified?
  • Is it likely that programme results achievement will contribute to improved rights realisation for targeted girl and boy children?

To what extent is the programme being managed efficiently?

  • Are human resources sufficient and is expertise in child rights adequate on the programme to effectively mainstream child rights?
  • Are financial resources sufficient to implement the programme strategy and fulfil programme commitments to targeted children?
  • Are risks, with regard to child rights realisation, appropriately analysed and risk mitigation strategies effectively implemented?
  • Are children regularly consulted on programme relevance and progress as a key stakeholder group?

To what extent are sustainability issues being effectively addressed?

  • Is ownership for child rights being effectively promoted through awareness raising, policy dialogue and capacity building initiatives?
  • Are strategies for the capacity building of duty bearers to respect, promote and fulfil child rights, proving effective?
  • Is it likely that human and financial resources necessary to fulfil child rights will continue to be available after programme completion?
