The EU's comprehensive approach to external conflict and crises

The Comprehensive Approach is about the strategically coherent use of EU tools and instruments. After making the case for a comprehensive approach (Part I), the Communication sets a way forward for a comprehensive approach to conflict or crisis situations (Part II) through eight concrete steps (of which each includes set of actions): (i) develop a shared analysis, (ii) define a common strategic vision, (iii) focus on prevention, (iv) mobilise the different strengths and capacities of the EU, (v) commit to the long term, (vi) link policies and internal and external action, (vii) make better use of EU Delegations and (viii) work in partnership. The document concludes (Part III) by highlighting the shared responsibility of EU-level players and Member States — the proactive engagement of Member States is a pre-requisite for success.
