Air Quality Governance in the ENPI East Countries

The goals of the EU Project ―Harmonisation of Environmental Standards II‖ (HES II) are to identify the segments of the Russian environmental law that can be harmonized in the field of integrated pollution prevention and control, creation of a respective institutional framework to implement a new system of integrated environmental permits in Russia based on the best available techniques, and to come up with proposals on how to improve them.
