ABOUT THE PROJECT
Launched in 2011, the Air Quality Governance (Air-Q-Gov) project is one of a series of regional governance projects funded by the European Commission to improve environmental governance in six countries in Eastern Europe and Caucasus plus Russia. The European Neighbourhood Policy Strategy Paper (12 May, 2004) clearly explains the reasoning behind the project: “Environmental pollution does not respect borders and can therefore be best addressed through a mix of international, regional and national action.” Air pollution has been recognised as a serious problem in the Eastern Neighbourhood countries, having a negative effect on human health and the environment.
The Air-Q-Gov project (2011-2014, 7 million EUR) supports Armenia, Azerbaijan, Belarus, Georgia, the Republic of Moldova, the Russian Federation and Ukraine to tackle the challenges those countries face with the increase of air pollution emissions. In particular, the project supports the countries in their efforts to:
- Improve air quality legislation, strategies, regulations and bring them closer to the European Union policy principles and approaches.
- Increase capacity to implement multilateral environmental agreements and conventions, mainly, the Convention on Long-range Transboundary Air Pollution and its Protocols.
- Raising public awareness about air quality issues, including promotion of regional and sub-regional cooperation and through the involvement of civil society and the private sector.
The Air-Q-Gov project closely cooperates with the governments of project Parner Countries and supports cooperation between key stakeholders in the region by involving the private sector and civil society through the national pilot project activities.

The project offers a wide range of activities in the frame of the three main components addressing air pollution issues. Activities under the first component on air quality management encompass technical assistance for gap analysis of existing national policy, legislation, institutions and capacity as well as assistance in drafting policy papers and regulations and implementation of a tailored training programme. The second component is dedicated to the introduction of an integrated pollution prevention and control (IPPC) approach in the industrial sector and support towards the implementation of Best Available Techniques and best practicies for selected industrial activities.
Based on performed gap analysis, the project has built and implemented a tailored training programme focused on emission inventories, modelling of air pollution scenarios and planning. The third project component addresses transport sector through the introduction of transport related emission standards and the development of mechanisms to encourage the use of public transport.

Начавшийся в январе 2011 года, Проект Управление качеством воздуха в странах Восточного региона ЕИСП является одним из серии региональных проектов управления, финансируемых Европейской комиссией по совершенствованию экологического управления в шести странах Восточной Европы и Кавказа плюс Россия. Стратегический документ европейского инструмента соседства (12 мая, 2004) четко объясняет причины, лежащие в проекте: "Загрязнение окружающей среды не знает границ и, следовательно, может быть лучше всего решать путем сочетания международных, региональных и национальных действий." Загрязнение воздуха была признано в качестве серьезной проблемы в странах Восточного соседства, оказыващею негативное влияние на здоровье человека и окружающую среду.
Проект Управление качеством воздуха в странах Восточного региона ЕИСП (2011-2014, 7 млн евро) поддерживает Армению, Азербайджан, Беларусь, Грузия, Республика Молдова, Российская Федерация и Украина для решения проблем сталкиваются эти страны с увеличением выбросов загрязняющих веществ в воздух. В частности, проект поддерживает страны в их усилиях по:
• Улучшение качества воздуха законодательства, стратегий, правил и приблизить их к принципам и подходам политики Европейского Союза.
• Повышение потенциала для осуществления многосторонних природоохранных соглашений и конвенций, в основном, Конвенция о трансграничном загрязнении воздуха и Протоколов к ней.
• Повышение осведомленности общественности о проблемах качества воздуха, в том числе стимулирование региональной и субрегионального сотрудничества и за счет привлечения гражданского общества и частного сектора.
Проект Air-Q-Gov тесно сотрудничает с правительствами проекта для странам-бенефициариям и поддерживает сотрудничество между основными заинтересованными сторонами в регионе путем привлечения частного сектора и гражданского общества через национальные деятельность пилотного проекта.
