Child Rights Mainstreaming Applied to New Aid Modalities

What would be important to consider in applying a child rights based approach to the new aid modalities?

Over the next two slides, we will take the example of a sector reform plan in education and look at some of the implications for child rights mainstreaming, using our CRBA framework from section 3.

Child Rights Mainstreaming Education Sector Plans
The Four Guiding Principles of the CRC An initial situation analysis of the education sector is needed to assess public expenditure in education relative to other sectors of investment and the extent to which the best interests of the child are given primary consideration in national policy decision-making and budgeting. A situation analysis of the education sector should be supported to determine which children are not enjoying their right to education and why, looking at immediate, underlying and structural causes. A strategy should be developed to involve children and the organizations working with/for them in the development of education sector plans and monitoring processes.
The Most Marginalised Girls and Boys Special studies and research could be commissioned to examine why certain groups of children are not enjoying their right to education with recommendations on policy and programming solutions to ensure the respect, protection and fulfilment of education rights for all children in the country. Policy dialogue efforts would be enriched by this research and would promote the targeting of government action and resources at those girl and boy children currently out of or under-schooled.
