Key Entry Points for CRM in the New Aid Modalities

Identifying where and how to support and influence child rights mainstreaming in the new aid modalities is challenging given the complexity of the new aid architecture, the scope of the development issues and the number of actors involved. On this and the following slide, ten key entry points for child rights mainstreaming in the new aid modalities will be presented. They represent key actions to consider at the country-level, in order to promote child-rights mainstreaming in national development plans, sector-wide plans and general budget support.

These entry points are adapted from ‘Finding the Entry Points - OECD/DAC Gender Equality, Women’s Empowerment and the Paris Declaration on Aid Effectiveness: Issues Brief 2, July 2008’.

Key entry points:

  • Build in-house child rights expertise at the EC in order to effectively support child rights mainstreaming in donor and joint government working groups, policy dialogue and committees associated with planning and monitoring the new aid modalities.

  • Identify like-minded donors with which to build common approaches, engage in joint analyses and support evidence-based policy dialogue around child rights mainstreaming.

  • Support the establishment and operation of donor and joint working groups on child rights mainstreaming at the national level.

  • Provide child rights expertise for writing/drafting groups to incorporate child rights in the development of the PRSPs or sector plans.

  • Promote the integration of child rights results and indicators in national and sector performance assessment frameworks.
