Webinar on e- Governance Building Blocks: Why digitalisation also matters for international partnerships.
Training Objectives
In support to preparing the new geographic and thematic strategies, policies and actions, INTPA needs to develop a series of training modules that would be presented to colleagues in both the Delegations and the Headquarters to serve as a catalyst to enhance understanding of the possibilities offered by digitalisation.
The general objective is to enable colleagues of the INTPA and NEAR Directorate and colleagues in EUDs and EEAS to identify the opportunities and challenges of e-governance intervention in their geographic area. They should be able to identify the actors and discuss with them about the needs for investments and regulations in e-governance. It will also do so by providing participants with an opportunity to receive guidance from HQs colleagues and various opportunities for exchange, sharing and learning from existing practices (best practices and lessons learnt).
Content
e-Governance is about changing how governments work, share information and deliver services thanks to the use of ICT, optimisation of working procedures and supporting legal framework. Efficient e-governance translates into a safe and flexible digital ecosystem, resulting in more transparency, there through building trust in the digital society. To ensure efficient e-governance, as a first step, the overall back-office for e-governance should be established. The overall back-office for e-governance includes defining and developing the core building blocks of e-governance and establishing the harmonised frameworks to support the implementation of these building blocks. Building upon the established basic infrastructure for e-governance, as a second step and/or in parallel, public and private e-services can be developed.
The webinars will answer the following questions:
- What does digitalisation of society mean?
- Why does it matter?
And will cover:
- Introduction of the principles of e-governance.
- Core building blocks of e-governance (electronic identity, interoperability framework).
- Benefits of efficient e-governance in terms of transparency, inclusiveness, accountability, security, data integrity, cost effectiveness.
- Challenges of e-governance and how to overcome them.
- e-governance potential in the partnerships with third countries, for which e-governance constitutes a unique opportunity to accelerate their development and reduce the digital divide.
Target Audience
Participants will include INTPA and European Union Delegation staff, dealing with digital matters and with sector specific questions. The participation is also open to NEAR, ECHO, TRADE, FPI, and EEAS upon seats availability
